This document describes the critical work needed to transform U.S. capabilities to respond rapidly and effectively to any future pandemic or high consequence biological threat. Informed by the lessons of the COVID-19 pandemic, this plan focuses on five key areas: transforming medical defenses, ensuring situational awareness, strengthening public health systems, building core capabilities, and managing missions.
